The federal Department of Immigration, Refugees and Citizenship Canada (IRCC) publishes a new Immigration Levels Plan each year that serves as a manual for how it should conduct its business.

Last year, more than 401,000 immigrants were received by the IRCC. Some significant changes in immigration rules will significantly impact this year’s candidates for Canada PR. Canada’s newcomer goal for 2023 is approximately 460,000 additional permanent residents (PRs). Thus, you must verify the most recent procedures and revisions with the best Canada PR consultant before applying for Canada PR.

The most recent updates to Canada’s immigration rules for 2023

Below are a few recent changes to Canadian immigration laws that will affect immigration to Canada in 2023:

Modifications to Express Entry: The IRCC has stated that it will start holding targeted Express Entry lotteries in 2023. With targeted draws, the government would be better able to target people with in-demand talents and address specific labour gaps. Bill C-19 would provide the framework for conducting such targeted drawings. The ICRC’s suggested groups would determine which applicants could be invited under this measure. This would enable the IRCC to target people based on their profession, language, and educational background to fill specific needs.

RNWP (Racialized Newcomer Women Pilot): By providing the resources and assistance that racialized newcomer women need to succeed and thrive, Immigration, Refugees and Citizenship Canada (IRCC) is making it easy for them to find work.

Temporary visa applications can be made online: The current Ministerial Instructions for all foreign applicants applying from outside Canada for a temporary resident visa, student permit, or work permit to submit their applications electronically until March 31, 2023, have been extended by Canada.

More employment opportunities in the health sector: Canada assists professionals with overseas education in finding employment in the country’s health sector. The global epidemic has worsened the severe labour shortages in Canada’s healthcare sector. To fill these positions, the Canadian government needs skilled, qualified, and trained candidates. To address shortages, the government is funding initiatives that will give health professionals with international training (IEHP) the assistance and expertise they need to pursue opportunities in the fields where Canada most needs their expertise.

Benefits to Students: Canada has also declared that till December 31, 2023, international students studying there who have off-campus employment authorization on their study permit will not be subject to the 20-hour-per-week restriction. So, international students studying in Canada will not have a 20-hour workweek restriction.

Express Entry processing takes six months: Express entry applications (received by IRCC after granting ITA) will again require a six-month processing period from the IRCC (Immigration Refugees and Citizenship Canada). The IRCC took a little longer to process the applications due to the pandemic-related situation. But it’s back to being within six months once more.
